0 is normal and 8 is slower: Slowmotion 0-8.
Don't forget to build a staircase so your sims can reach it.
You can add walls, a roof, doors, and windows to create a floating house. If you place a bunch of pillars to serve as a foundation, then build a floor on top of the pillars and finally remove those pillars, the floor will remain in place.
